Power Back in California After Brief Rolling Blackouts

SAN FRANCISCO — California’s utilities on Saturday night are bringing back power to thousands of customers across the state after a brief outage, according to the authority that operates the power grid.

 

The California Independent System Operator (California ISO) said in a statement that the brief rolling blackouts throughout the state were caused by the failure of a power plant and the loss of wind power.

 

California ISO said it ordered the end of rolling blackouts about 6:48 p.m., when wind power increased.

 

The restoration of service by the utilities come as a heat wave baking California in triple-digit temperatures continued to strain the electrical system.

 

California ISO ordered the first rolling outages in nearly 20 years on Friday when it directed utilities around the state to shed their power loads. The state’s three biggest utilities — Pacific Gas & Electric, Southern California Edison and San Diego Gas and Electric — turned off power to more than 410,000 homes and businesses for about an hour at a time until the emergency declaration ended 3 1/2 hours later.

 

The move came as temperatures around the state hit triple digits in many areas, and air conditioning use soared.

 

The power grid is mostly stressed during the late afternoon and early evening because of higher demand and solar energy production falling. The state tried to prepare for the expected rise in electricity use by urging conservation and trying to buy more power. But a high-pressure system building over Western states meant there was less available.

 

A power outage caused a pump to fail at a wastewater treatment plant in Oakland, resulting in a sewer backup and the release of some 50,000 gallons of raw sewage into a waterway, the East Bay Municipal Utility District said.

 

The district said the outage began around 5 p.m. Friday, more than an hour before the rolling outages occurred, and sewage began to spill early Saturday. The agency said the sudden outage affected its ability to connect to backup power at the plant and during that time, workers were dealing with flooding while trying to restore power.

 

The agency warned boaters to stay away from the Oakland Estuary as it investigates the accident.

 

The state remained gripped by the heat wave Saturday, with several records either tied or broken, according to the National Weather Service.

 

The last time the state ordered rolling outages was during an energy crisis in 2001. Blackouts occurred several times from January to May, including one that affected more than 1.5 million customers. The cause was a combination of energy shortages and market manipulation by energy wholesalers, infamously including Enron Corp., that drove up prices by withholding supplies.

 

Counties up and down the state reported scattered outages, although the city of Los Angeles, which has its own power generating system, wasn’t affected.

 

The heat wave brought brutally high temperatures, increased wildfire danger and fears of coronavirus spread as people flock to beaches and parks for relief. A thunderstorm rolling from the Central Coast to inland Southern California also brought dry lightning that sparked several small blazes, wind and flash flooding in the high desert.

 

Records were set in Lake Elsinore, where the mercury hit 114; Riverside at 109 and Gilroy at 108, according to the National Weather Service. The high in Borrego Springs, in the desert northeast of San Diego, was 118. Coastal cities such as San Francisco and Los Angeles sweltered in 86 and 98 degrees, respectively.

 

Several cities opened cooling centers, but with limited capacity because of social distancing requirements.

 

San Francisco's Department of Emergency Management issued simultaneous tweets urging residents to prepare for power outages and to protect themselves from the coronavirus during the heat wave.


“Stay home when possible. If it feels too hot indoors, seek cooler temps outside, keep physical distance, wear a face covering,” the department tweeted.

 

The scorching temperatures are a concern for firefighters battling blazes that have destroyed several homes and erupted near rural and urban foothill neighborhoods, driving through tinder-dry brush.

 

In addition to the possibility of heat stroke and other hot-weather illnesses, health officers were concerned that people will pack beaches, lakes and other recreation areas without following mask and social distancing orders — a major concern in the state that has seen more than 613,000 coronavirus cases.

 

Israel saw a COVID-19 resurgence after a May heat wave inspired school officials to let children remove their masks, Dr. George Rutherford, an epidemiologist at the University of California, San Francisco, told the San Francisco Chronicle.

 

“People will want to take off their masks when it’s hot,” Rutherford said. “Don’t do it.”

이번 순환정전은 풍력발전이 재개된 오후 6시 48분에 해소되었다.

 

한편, 발전사업자들의 전력공급 복구 노력은 캘리포니아 일대 화씨 100도 (37.7℃) 이상의 폭염이 계속되어 전력계통에 많은 무리를 주고 있는 가운데 이루어졌다.


캘리포니아 ISO는 부하를 줄이기 위해 지난 금요일 20여년 만에 처음으로 주 전체 발전사업자에게 순환정전을 실시하였다. 캘리포니아의 3대 발전사업자인 Pacific Gas & Electric, Southern California Edison과 San Diego Gas and Electric은 3시간 30분 후 비상사태가 종료되기 전까지 41만 이상의 가구와 사업장에 회당 1시간 동안 전력공급을 중단하였다.


이러한 현상은 캘리포니아 주 많은 지역에서 기온이 100℉ (37.7℃)를 넘어서고 에어컨 사용이 급증하면서 발생하였다.

   2018년 캘리포니아 에너지위원회가 발표한 캘리포니아 전원 구성 비율은 천연가스 46.54%, 태양광 13.99%, 수력 11.34%, 원자력 9.38%, 풍력 7.23% 순으로 나타났으며, 재생에너지 비율은 2014년 (22.77%) 대비 약 10% 상승한 32.35% 수준으로 증가되었다.2) 한편 California ISO는 태양광 발전 급증에 따라 주장한 The California Duck Curve (이하 Duck Curve)에 따라 일몰 후 급격한 출력 증발 대응을 위한 에너지저장시스템 조달 의무 도입, 시간대별 요금제 등 대책 마련에 부심하고 있다.

오클랜드의 한 하수도 처리장에서 정전으로 인한 펌프 오작동이 일어나 하수도가 역류하고 50,000갤런의 미처리 하수가 수로로 방류되었다고 이스트 베이 수자원공사 (EBMUD)에서 발표하였다.


해당 지자체 발표에 따르면 하수처리장은 순환정전이 시행되기 한 시간 전인 금요일 오후 5시경 전력공급이 끊겨 토요일 이른 시간부터 넘치기 시작했다. 갑작스러운 정전으로 발전소 내 비상전력망 연결에 문제가 있었으며, 그 기간 동안 근로자들이 전력 복구와 함께 하수의 수위 조절을 하고 있었다고 한다.


또한, 공사는 이 사고를 조사하기 위하여 모든 선박들이 오클랜드 에스츄어리 지역에 접근하지 않은 것을 경고하였다.


연방 기상청의 발표에 따르면, 캘리포니아 주는 토요일에도 기록적인 폭염에 계속해서 시달렸다.


가장 최근에 주 정부가 정전을 지시한 것은 지난 2001년 전력난 때였다. 정전은 1월부터 5월까지 여러 번 발생하였고, 그 중 한 번은 150만 명의 고객에게 영향을 미쳤다. 당시의 원인은 에너지 공급 부족과 엔론과 같은 일부 악명 높은 에너지 회사들이 가격을 올리기 위해 공급을 억제하는 등의 시장 조작이 복합적으로 작용했기 때문이다.


주 전체에 걸쳐 산발적인 정전이 보고되었지만 자체 발전시스템을 가지고 있는 LA시는 영향을 받지 않았다.

 

폭염으로 인해 사람들이 해변과 공원에 몰려들면서 산불위험과 COVID-19 확산에 대한 공포감이 확산되었다. 중부 해안을 통해 캘리포니아 내륙으로 진입한 뇌우는 마른 번개를 동반하여 일부 지역에서 작은 화재와 돌풍을 일으켰으며 일부 고지대 사막 지역에서 국지성 홍수를 발생시키기도 하였다.


연방 기상청의 발표에 따르면 레이크 엘시노어 (Lake Elsinore)에서는 수은주가 114℉ (45.5℃)를 기록하였으며, 리버사이드 (Riverside)에서는 109℉ (42.8℃), 길로이 (Gilroy)에서는 108℉ (42.2℃)를 기록하였다. 샌디에고 북동부 사막의 보레고 스프링스 (Borrego Springs)에서는 최고 118℉ (47.7℃)를 기록하였고, 해안도시인 샌프란시스코와 로스앤젤레스에서도 각각 86℉ (30℃), 98℉ (36.6℃)를 기록하였다.


일부 지역에서는 쿨링센터 (무더위 쉼터)를 운영하였으나 사회적 거리두기 조치로 인해 수용 인원에는 제한이 있었다.


샌프란시스코 응급관리국은 지역주민들에게 정전을 준비하고 폭염 중 COVID-19로부터 자신을 보호할 것을 촉구하는 동시 트윗을 올리기도 하였다.


응급관리국은 “가능하다면 집에 머무르세요. 만약 실내가 너무 덥다면 시원한 외부공간을 찾아보시되 물리적 간격을 유지하고, 얼굴을 가리세요.” 라고 트윗을 남겼다.


각지의 건조한 야산에서 발생하여 여러 집을 불태우며 번지고 있는 산불과 맞서고 있는 소방관들에게도 이번 폭염은 매우 우려되는 사항이다.


열사병 등 온열질환 가능성과 함께 보건당국에서는 사람들이 마스크 착용과 사회적 거리두기 지침을 따르지 않고 해변, 호숫가 그리고 다른 휴양지에 모여드는 것을 걱정하고 있으며 이는 613,000명의 코로나19 확진자가 발생한 캘리포니아 주정부의 주요 걱정거리이기도 하다.


캘리포니아 대학의 역학전문가 조지 루더포드 박사가 샌프란시스코 크로니클에 밝힌 내용에 따르면, 이스라엘에서는 5월에 발생한 폭염으로 인해 학교 당국이 아이들에게 마스크를 벗도록 조치한 이후 다시 COVID-19가 기승을 부리게 되었다고 한다.

California's emphasis on renewable energy is “a case study in how not to approach our electricity grid and how not to approach the energy needs of this country,” Energy Secretary Dan Brouillette told Fox Business Network's “Varney & Co.” on Tuesday.

 

“Part of what’s happening in California is that there’s been a rush to renewable power, generation power and they focus their investments there rather than on things like transmission lines and distribution lines, which in some cases may have caused some of these fires,” Brouillette told host Stuart Varney.

 

California firefighters, with the help of reinforcements from other states, are trying to gain ground on a number of wildfires that so far have killed at least seven people and damaged more than 1,200 buildings and homes.

 

“California’s got a long history of getting it wrong on energy policy and I think we’re seeing just the latest example of that,” Brouillette added.

 

When Varney asked whether there is "any sign that they would reverse their policy of insisting on the use of renewables?” Brouillette responded: “They need to do so very quickly.”

 

The secretary added that California “moved away from what’s known as ‘baseload power’ much too quickly and much too rapidly and their entire strategy was to go to 100% renewables, wind and solar primarily, and then when needed, import power from neighboring states.

 

“It’s the rough equivalent of saying, ‘I’m not going to purchase a car because I’m environmentally sensitive, I’m just going to borrow my friend’s car whenever I need one,’" he added. “That’s fine until both of you need it at the same time and that’s what happened here. So it’s hot not only in California, it’s hot in Arizona and Nevada. It’s hot in other parts of the west and there’s no power to send to California so we’re starting to see these brownouts.”

 

In addition to the wildfires, Northern Californians have been recently been faced with several other threats, including unhealthy smoky air, extreme heat, and power outages amid the ongoing coronavirus pandemic.

 

In an effort to prevent future blackouts, California may allow four gas plants to continue operating after the state was poised to close them, according to the Los Angeles Times.

 

The four plants, which use ocean water for cooling purposes, were scheduled to be replaced by green energy sources as the state approaches its 2030 deadline for 60% of its energy to come from green sources.

 

However, the Los Angeles Times reported that the plants may receive extensions of up to three years to continue their operations after California saw rolling blackouts on Aug. 14 and 15 following a heatwave that caused failures within its electrical system

       

“It’s very important that we pay attention to this example in California and as we look down the road, perhaps anticipate what some of the next steps may be,” Brouillette said.

 

Two-thirds of California's energy supply last year came from renewable sources, while one-third came from gas, the Times reported.
